How do I find the cat on sims freeplay NOT buy the cat but find it so I can send the photo into the lab??

In the it's All Swimmingly Quest.You will find a lost cat.I'm not sure what you can do with it,but around the middle of the quest you will see it.I also have no idea where it came from.

If you want to try to get a cat you hav to be on lvl 12 and hav completed the toddlers Quest for the animal/Pet store do NOT put you're dog up for adoption it does not help you will be petless if you do

Actually you don't have to be on lvl 12 to get a cat. I just became lvl 12 but I've had my dogs and cat for a long time.
