I believe you have to have the Science Lab built and the Hobby store. It will be in the hobby store. Hope this helps.

You need to build Promotions'r' us and it should be there I don't know how much it costs but it's 100,000 to build the store

First of all buy the Promotions r us stall it's like 15000 and then when it's built (it takes a day) you can go into the store and buy the Telescope
