Well say you had a boy and a girl, the girl was you're active sim, the one with the green diamond on it's head. U would therefore press on the boy and then up comes a list of things on how you can interact with others, so then you press ask to move in, so the boy would be moving in the girls house cause you pressed on HIS option to ask to move in.

There is a way for that, you will have to have the man ask the woman to marry him not the woman ask the man. Ex. Your active sim will be the man and you will ask the woman with your options (ask to move in)

Ensure that you are in the house that you want both sims to live in. Whoever's surname you want both sims to ask, make them your active sim (green light above head) and let them be the one to ask the other sim to move in. Same with getting engaged; whomever asks is the surname that both sims will have.

If you were selecting sim A and ask sim B,sim B should move in with sim A

Don't have to get married to change surname you just have to move in

The sim that is selected (has the green diamond above their head) will stay in their own house if you select the other Sims option ask to move in. Hope this helps
