My goal is to get 2 sim is friends but I only have 2 people me and other.plus I only have $383 and 8lp. Plz help me !get pat that goal

Have both Sims at the same location. Tap on the Sim without the green plumbob and then be nice or be funny until they are friends.

You have to get your two Sims in the same house. Yuo do this by selecting one and clicking the whistle icon under the other character's picture on the Navigation panel. The Sim you "whistled" for will appear at yhe first Sim's house. You can now have them interact with each other until they become friends.
