I don't get Build A Buisness?

Build a Business. Go to The Town Map and there are little speech bubbles with things in them. They are either businesses or workplaces. A business is the ones that don't have work hours down the bottom when you press on the speech bubble. So in order to build a business just press on whatever business you want and press build.

IVE FINALLY FOUND OUT! AND I KNOW HOW MUCH YOU GUYS NEED TO KNOW ASWELL! ALL YOU HAVE TO DO TO GET THE OPTION OF 'BUSINESSES' IS TO COMPLETE THE GOALS SUCH AS 'USE A CUPCAKE'. HOPE I HELPED :D

No bubbles for me either!!!!!! Somebody please help. I'm level 22 with 12 Sims and 4 toddlers

See the use cupcake goal I hadn't completed that and no bubbles where there but when I finally saved up enough LP I bought a cupcake and the goal after that is build a workplace go on The Town Map and you will see the icons I bought the School and the science building first
