[b]How do I make the people walk around town, mine will not even leave their own property? Also, how do I make the people get married/ engaged?

You select the sim, open the map and then select the destination -- like the Park -- and they will go there. Your Sims cannot walk around town, they can only visit destinations. Getting them engaged requires you to build a high relationship value with two sims until the option to get engaged pops up.
