Have your Sims "be romantic" to each other over and over and they will first have a budding romance, then they will be dating, then the last stage is partner. When you get to partner Status, click on the other sim and then click "propose marriage". A bunch of ring options will pop up and to ensure that the sim says yes, you need to buy the most expensive ring (it's 10 LP). If the sim says yes, their status will change to "engaged". Then have them "be romantic" to each other over and over again until the status Bar fills up like before and there will be an option that says "get married". Click on that and then your sims will marry.
