I can't make another sim still got the pluss but don't do nothing when I click on it

It's possible that you aren't at a high enough level to add more Sims. At different levels the amount of sims that can live in your town increases, so make sure you tap at the top of the screen on the symbol that looks like a person. It will tell you how many sims currently live in your town, how many you are allowed to have at that point in time, and at what level you can add another sim.
