You need to be at a certain level for proposal to come up in the conversation options.

You need to fill the relationship Bar til "partner" then there will be atime when you're asked to get engaged in a goal... So you gotta wait and finish some Goals. Hope it helped

I asked for marriage and he said ok and then when the Bar was filled it wouldn't do it
