You have to wait until it becomes a task I was able to get my Sims engaged at level 21 it depends on how many buildings you have the sooner you build them the sooner your sims will be able to get engaged than have a baby

So if im level 8 i cant get engadged couse when i press engadge it says not enough lp

Just keep completing the Goals
Eventually there will be a goal for a sim to get engaged and then move in together
Until you have completed the goal you can't get them married or engaged.

First you need your two Sims be partners and by. Doing that the boy or the girl sim you want to be engaged just tap the sim and be romantic and if you r partners now you will see some violet colour and it says propose tap propose button and after that if you have many LP or simeleons you can choose a ring and after that it says you are engaged now
