Question for The Sims FreePlay
I am only only on level 11 but it said I should have unlocked extra sims at levels 8 and 10 and I haven't got them. I still only have 2 sims

You have to click on a lot and add a sim saying that you have unlocked a sim just adds to the total Sims you can have

It does not even give me the option to click on a lot and add a new sim.and my sim total stills shows at 2 .

Click on an empty lot. You'll have to make a new house. This will take either cash or LP, and then waiting or more LP. But once you make a new house, you can move a new sim in. Later, when you're able to have Sims move in with each other, you can have a new sim move into a newly vacated house.
Your level only limits the maximum number of Sims you can have in the neighborhood. New sims need empty Houses. And you do want to do this, since workplaces and businesses are available based on the total number of sims you have around town. Plus, naturally, having more sims means you can have more of them doing things to earn you XP/money at one time.
