You purchase the RC Boat at The Hobby Shop. Make sure you get a Hobby Shop and opened the Park first, and then go to Town Map. Click on Hobby Shop and you'll have the option to purchase the boat. You won't see the boat at any Sim home, though, or in your inventory. You'll have to visit the park and call a Sim over. Click on open water. You'll have an option to "Feed the ducks" or "Play with RC boat". Hope I helped.

You purchase it at the Hobby store. I costs 50 LP. Then go to the Park, find the pond, click where the ducks are. You then get the options feed ducks or use RC boat.
