How should I get 2 sims friend in a best social interaction??? This is my current goal but I can't pass it

It means you need to make two Sims friends by having one sim talk to the other. You need to choose the interaction that is worth the most XP and usually takes the longest. It needs to be something friendly, not rude. Not romantic either, just nice. Do that one interaction until those sims have become friends.

It won't work for me either. I have tried to get them to be friends but it only puts them in a budding romance, even when I only click to be funny. Unless being aquatencines (sorry for the spelling) counts as friend? But I don't think so because it won't pass the goal. Someone help me please!
