First you ask the person to move in, Then you have to click the " "propose marriage" button
The more expensive it is, the better the chances your sim will accept!

It took me until level 14 to marry. You simply have to wait for it to become a goal. The most expensive ring is about 20 lp.

You should already be married! Look at those two Sims last names, and they should be the same! That same thing happened to me.

You have to get it as a goal it seems. At first I moved fast ... Moved in together with other sims and been romantic before any other actions... But I still couldn't get the get engaged goal. So when I created two new sims to the neighborhood I just started just being nice and just performing actions like dance and be funny and not using the romance or move in actions .. Eventually when my sims were best friends I kept repeating the be nice and dance no romantics... It then turns into "budding romance" then I started using be romantic with no woo boo and rotating dance and be nice funny... Then the goal get engaged comes and you get engaged... Then after the next goal will prompt ask to move in and the you keep up with the actions with no woo hoo yet and it will prompt get married on it's own... So you much incorporate every action and it will pop up Smile good luck
