If the new home is not already built, you need to build it, in the neighborhood screen click on the circle with the house icon in it above the lot/house you want them to move to, and it will open a relocate sim box, where you can choose to create a new sim, or move a current one to that house. Then to get the other sim to live there you need to send the first sim to their new home and then ask the other to move in again.

U press on 'move house' instead of relocate or create sim! It moves everybody in that house but costs 8000 simoleons😭

I was having the same problem . But if you divorce the couple you can then relocate . Now I have to remarry them and move in again ....

You just have to put relocate household instead of putting relocate sim
