Click on a Sim and then select the baby, it will give you options on how to care for it. It also could be that you put the baby in a room with no door. Make sure the Sims have a way to get into the baby's room.
Make sure the crib is accessible if it is facing against a wall they can't get to the baby
If there are footsteps over your Sims head when you go to care for the baby that means that something is in the way of the crib, causing you to not be able to care for the baby. Either that or you do not have a door that allows you to reach the baby's room.
First of all I just want to say that my English is not good so I apologize.
Footsteps happened to me as well and I realized that my baby is not in horizontal position (according to crib) but vertical, so I moved the crib and baby returned to horizontal position and everything was ok.
Hope you understand what I mean.
Make sure that the crib is facing away from walls and that the little "cover" , or the "top part" is against the wall. It has to be facing the way your sim faces.
Make sure other Sims aren't in the way of the crib. I had this problem and I asked the sim to go do some gardening to get him out of the way.
