Question for The Sims FreePlay

I just turned level 10 and I've "unlocked" a Sim. What does that mean? Nothing seems to have changed. (except the price to build a new house, which I had hoped would go down.) And please forgive the newbie question - I just started this game yesterday. Smile

That means you can add a sim
Guest answered:

It means that you will unlock another Sims so on level 27 you can have 21 sims but when I level up to 28 I will get 22 sims it overall allows you to add another sims or one sim to your town

Should they be free, as in a house will highlight or do you have to buy another house?
