If you haven't already done so -Open buy mode, select garden, buy a patch for the garden, exit buy mode then click on the patch and scroll down till you get to strawberries click on it and your sim will start gardening. (the strawberries won't grow hair or puck marks).

Seems to be an error. I have tried twice to grow strawberries using the correct crop symbol but after a day it produces spinach. You can see just after you plant it that it is going to be 1500 XP rather than the 1000 for strawberries. A bug that prevents you obtaining next objective
