Click on the briefcase and have them quit their current Job, then click it again to assing them to Athlete. If they were already athletes, have them quit and re-assign them.

You actually have to make 6 Sims athletes. It's a bug that was mentioned on another website. Sure enough, at 6 athletes, I achieved the goal.

In the right panel there is a work tab with a briefcase. Here you can assign work to your Sims. To have athletes you need to build the Stadium
