You can't buy lots. If you need it for something like a preschool or other things, you just click the vacant lot. Then some categories will appear. You just choose a category and click it.

Please do not listen to Patricia, she is wrong. Sims absolutely can buy lots in Sims 3, there is an explicit option to do so when moving your sim. Click on your inventory tab (looks like a napsack) and click on the cell phone icon that appears. Choose the 'move' option and you will have a window popup concerning your move. There will be 2 radio buttons to choose to either buy a house OR an empty lot in your neighborhood. Purchasable empty lots will appear with an icon above them, click on it, then select "Ok" in the confirmation window.

Whenever I click on a lot it just says empty lot and I can't do anything with it. I've got the preschool but that was because it was one of my goals
