Question for The Simpsons: Tapped Out

I'm getting so frustrated because I'm level 15 and all my friends on level 13 have already got it and it just won't let me :( I'd appreciate any help

Quests and Building access is NOT controlled by your level in the game. Your town level is the lowest level of qualification that basically means you have to be that level or higher BEFORE you can even think about the building or quest. The actual bit that controls when you get it or whether you get it unlocked is the quests that are required to get it. What you need to do is check the Guide on Supercheats to figure out which quests you have completed - and which you still need to complete.
