You will find that you have far more success in getting more Neighbors if you load the Tapped Out Guide here on SC (from the Guides page) and then access the Community Friend Requests Section.
You can add your account name to the comments there and you will get a LOT of friends/Neighbors that way. Tested it myself and got 100 in a day.
