Right now during the Treehouse of Horror event you can get Donuts by completing the Goo required for all of the Prizes. After that for each 2000 Goo you collect you get a random Donuts prize.
You can also get Donuts by tapping the haunted Buildings in your neighbor towns (not the unhaunted ones) and from squishing gremlins and ghosts in your town...
