Question for The Simpsons: Tapped Out

I'm on level 12 and it came up to build the control building which needs level 11 it won't let me build it as it's a quest and still locked.please help

Do you have the cooling towers and the reactor core if not you can only have the contol buiding when you have bought both of these buidings if (cooling towers first)

I have the same problem and it doesn't let you purchase the cooling towers as well.
