Why aren't buildings unlocked for me to buy if I've already passed the level they require?

The Building may still be locked because you have yet to complete the missions required to unlock it. They are all unlocked in a certain order. It sadly dose not just unlock Buildings by level, this is because you could be a level 20 due to all the XP you have collected. Normally you should be able to unlock building by the time you get to the level it requires but this depends on the time you are on and the missions you complete. Hope this helped.! Happy holidays.!
