It Is a quest called thanksgiving parade, homer and Lisa decide to have a parade and you get quests to buy the balloons there are 5 to collect itchy, blinky the fish, snowball the cat, scratchy, and Santa's little helper (The Simpsons rescued greyhound).

You can buy it with Donuts after you have finished certain quests
