Question for The Simpsons: Tapped Out

I'm on level 20 and still have not received prompts for quests going back to level 18. The only quests are repeats of things for Cletus to do. Is anyone else having this trouble? Is this meant to happen or is it a bug?

You are probably waiting for one character who is busy to be activity free. Then the task you are looking for will come.

Go to the school tap on it 35 times so it's bell rings that resets your task clock and you should get about 10 tasks in 1 go, make sure all the kids, skinner and willy are in the school doing tasks when you start tapping the school

Having everyone in the school makes it impossible to click the school at all because it is covered by the buildings task box

Same with me, but I'm on level 19 and don't even have the church yet as I'm constantly being given tasks for Cletus (brew moonshine in particular).

Freeing up Characters doesn't work. I've spent Money on this game. Needing a way out of this. Not cool.
