Question for The Simpsons: Tapped Out

T1" the time cheat doesn't work for my iPad? What gives?

2. How do I open quest on the level I am on. Trying to get comic book guy and quest is locked but just past level 13.

I am having that same problem. It won't let me get the Comic Book Guy but I'm now on level 14.
