Question for The Simpsons: Tapped Out

The game is telling me to buy Willie's shack then have him stay the night in bad dream house, but when I go to buy willies shack it is locked. What do I do? It says you need to be on level 10 to unlock and I'm on level 12. Please help!

Having same exact problem and need solution also. At least you know it's not just you.

There seems to be a Bug where it tells you to build shack before you can. You need to do the other school tasks first. Skinner crossing guard, send Lisa and Milhouse to school and have Skinner be the hall monitor. After these Willy shack is unlocked. Keep these people free until asked to do these tasks.
