Black Plague and Slay the Serpent have been in my quest log for months. I have never seen Black John or the Serpent in my waters and thus never can finish that quest. Where are they and how long must I wait?

I too have the same problem, any ideas? I am also stuck on quest that cannot be finished which is a little down hearted.
You need to expanda by buying moré land, usually the at the borders. When you buy the right piece of land, the pirates appears.
