Once you recruit your 18th girl the room should be available. Hopefuly that helps

Once you've made all the rooms you can use any of them. I tend to build lots of gym's as they are a good size. The rooms are different shapes, but when building they are all pretty much the same. Just build one of the other rooms and put your art stuff inside.
