For level 15 I got three stars by using the default hair
Yellow eyes
Wolf shirt
Cheetah tank
Cheetah shorts that have the socks attached
The red lipstick with dark liner
Moccasins
I forgot accessories but if you can I would recommend the cat ears and tail
