You'll find rare free wishes strewn about the Local Quests, as well as in Treasure chests.
From version 1.0.4 and beyond, they become harder to get because you have to wait to quest, AND you have to complete a quest path, saving the progress when you do. Otherwise, you will lose everything when you quit when you have no stamina or wishes you can use.
