I uploaded music to my nightclub play list, music plays fine in my club, but my neighbors don't hear it when they visit. Why? It says " upload your own music so your customers can hear it ", yet they can't.

Your neighbors will not be able to hear your music because their device does not have your music playlist. That would involve a ton of data for people to download other people's music every time they visited a random club or all their friend's clubs.
On night club costumers are only avatars that walk in your night club, not really the actual people,
In other words the development team needs to stop false advertising
