Question for Modern War

I have two questions about ( Modern War)

ONE:
Is it up to the leader in a faction to start the war or do the members have to?

TWO:
When the war is over and the rewards are given out. Do all members receive the rewards? How do we know that the individual member is rewarded? And most importantly if we leave the faction do we loose those benefits?

Anyone in your faction can declare war

Everyone will recieve the rewards...they will show up in your unit page after the war. And I believe you keep them if you leave the faction but not 100% sure on that.
