In Minecraft on X-Box 360 and PC, yes, you can dye the collars of the dog by clicking and holding down towards it while holding a dye. In Pocket Edition, it's not yet been added, nor does anyone know if it will ever be added since Mojang have to spend a long time coding for PE so your device does not crash, which it still does. If you do do this action, your dog will sit or stand depending on what it was already doing.

You can't. If you try, you either hurt the dog or make it stand. And since there is no difference between one dog and another, I don't see the point in naming them.

Dyable collars are confirmed in the 0.11.0 update. Which is the version I am using. But I never tried it yet, and there's a glitch when your wolf will disappear behind you when you walked to far or too long. There's another glitch that when you spawn a mob, some will be flying away and die. This happens always when youre in a flat world.
