There are no flat seeds for mcpe but the flat world option is available in the Pc version btw there an app called world editor (for minecraft obviously) but I'm not sure it can make your world flat but it can spawn blocks
(My friend uses it but I can't find the app)

Jhonnygoldenapple no spaces Capitol at the J and I know jhonny is spelt wrong, it's supposed to be. It's not perfect but it's one of the best
