Yes. If you have a jailbroken iphone/ipod/ipad, and the app "IFile", it is possible to access Minecrafts root folders, which contain the default skins and textures. All you have to do to change skins is download an image, much like the original skin, and overwrite the file with whatever skin you choose. Make sure you rename the file to be exactly the same as the original.
As far as I know, there aren't any applications that can complete this process for you, it must be done manually.
