Maybe you're trying to connect your sister's phone to your Minecraft PE world (I placed phone as a placeholder as I forgot what phones you have again, I thing Samsung Galaxy 1 and iPod) with a Minecraft PE version different from each other. I tried connecting Minecraft PE 0.6.1 to 0.9.5 and vice-versa but, no to avail.

I had the same problem playing with my dad,... Its a glitch it may take a while to resolve (it's your divice not the game) are you both on the same version (lite and full)

Epic_Lichraft answered:

You must have different Versions, or you or you sister are not correcting correctly.
