Well I actually play this game Daily and there are Several ways to Develop your Infrastructure the first of which is to begin construction on any of the projects that soround your city. The Second option is to purchase Bulding's such as the "movie theater" Or the " log cabin type of homes" and finally the last thing you can do is to purchase the Mega bucks and "expand" your city.
Developing the infrastructure means putting in more stores/restaurants/hotels, etc. Anything that will make you money or is not a house will allow your population cap to increase and will then allow you to further expand your city.
