When you click on your neighbors' list, there is a gray bin the corner of each picture. Click and you'll delete.

I'm trying to get answers on how to delete friends that do not have a trash can next to them ?

It is a small little trash can within the neighbors "card" when you look at the buddies tab. Not in the top corner of the entire display, but within the buddies card itself. Thank god, now I can get rid of the worthless neighbors
