I have this game on my iPad and so does my daughter. I can purchase land upgrades by using gold, but she is required to use cash? Is this a setting or something we did?

You only get free land expansions after you level up. Before you level up if you've already expanded the park once you will have to use cash to expand it again. If you wait for the next level up you'll be able to expand using gold again
