How can you send your boat off when it needs ice cream and you don't have a way to make it?so you just need to send it off?

If you don't want to complete an order just send the boat off when it comes in. There's no negative effects, it just means you don't get ranking points for the boat rankings, Coins for the items, or level-up stars. I do this often if I feel I'm not prepared to fill a boat order 
Another option is to fill other aspects of it and ask for help with all the ice cream. You can ask for help with three of the crates only, though so keep that in mind if you do that
