Hey,
So it depends what you need help with.
Reviving plants: Set an alert sign (! Sign) on the plant. Then either tell your friend through neighbourhood chat (unlocked at level 29) or put something on sale. If you put something on sale, your listing will appear in the paper with a ! Note on the top, alerting others that you need help. If you have your friends in the friend bar, they will be able to see your name and icon with a ! Sign on it so they know to help you.
Help with the boat order: Select 'ask for help' under the specific order. Then either tell your friend through neighbourhood chat (unlocked at level 29) or put something on sale. If you put something on sale, your listing will appear in the paper with a ! Note on the top, alerting others that you need help. If you have your friends in the friend bar, they will be able to see your name and icon with a ! Sign on it so they know to help you.

If you need help with anything like getting more seeds or filling a truck order, you will need to contact them directly through neighbourhood chat or other means.

I purchased a decoration and I had a bad experience with Support. I have always had good experiences with them. Today they refused to help me any further. Who can I talk to to get help?
