Here are the list of helipads in the game, according to the game’s Wiki. You can even find helicopters on certain helipads, ready for the taking.
* House in Ocean Beach. A Hunter spawns here after completing Keep Your Friends Close...
* Terminal of Escobar International Airport
* Fort Baxter Air Base (Wear the Cop Uniform before attempting to land here as soldiers will shoot you down)
* Top of the Vercetti Estate on Starfish Island. A Maverick spawns here. This helipad is absent in 1984.
* Top of the building of the Vice City Concert Hall (the building that the Love Fist concert was held in at the end of Psycho Killer)
* Top of the Hyman Condo in Downtown. A Maverick spawns here.
* Top of the VCN News Building in Downtown. A VCN Maverick spawns here.
* Two located at Hyman Memorial Stadium. On Maverick spawns here in 1984 but not in 1986.
* Top of the police station in Washington Beach, absent in 1986. A Police Maverick spawns here.
