I haven't finished it yet, but I'm pretty sure you're supposed to gather all the coins, then swim around, dodging the bubbles and the chompy fish until the chompy fish chomps on one of the bubbles that contains your friends and liberates them. Listen for that little "Yippie" sound they make when freed, because you may not be near him when he does it. Once he frees a few of them, I think you can use your friend shield to zap him on one of the occasions when he chomps a rock and turns pink.
