Question for Egypt: The Prophecy

After returning to Memphis after putting out the quarry fire, I cannot copy the bas relief off the nilomenter because there is no papyrus in my inventory. Have gone back to Ouni's house 3 times and the game always takes all the papyrus when I have to make a note for Tuya. How do I get more papyrus??
