Are Epic Dragons like the Sun and Rainbow effected by the shrines in anyway at all? I would like to raise my Seasonal Dragon's level past level 10 but it won't let me.

You need a shrine and as there is no shrine for those dragons you therefore cannot make Epic dragons go past level 10.
