I can’t add more habitats and I’m on level 15 what do I do

Normally, players need to level up in order to be able to place more habitats or buy and clear more land. You can tap on your player level in the top-right to determine what player level you are and what the habitat limit is for that player level. There are some things that can be done to build player level faster (including clearing land of of obstacles, buying and selling habitats etc) since all of these things give XP that raises player level.
