I have been on 45% for two years going to three years, but I my level # is 607 as of 11-12-2016.
I think 45% is the highest bonus percentage you can get. Your level # will always increase, your level percentage will increase from 0% to a maximum of 100% and back to zero. Your level percentage will increase by 1% after every play or by 2% when you are given a Double XP Event.

The more you play, your Bonus Percentage will increase up to 45% Maximum.
The higher Bonus Percentage the better scores you will obtain, because your total score is calculated like this: Total score = Bonus Percentage Times Regular Playing Score, Plus Regular Playing Score.
Example if your Bonus is 45% and you scored 300,000 points in playing.
Total score = (45% X 300,000) + 300,000
= 135,000 + 300,000
= 435,000
If you play fast and score 700,000, then your
Total score will be (45% X 700,000) + 700,000 = 1,015,000
